How skill drops work
Every attack and buff skill outside the master tree is taught by an orb, a scroll or a parchment, and those items sit in the same random-item pool as ordinary gear: every drop a monster rolls has a flat 30% chance to come out of that pool. There is no per-monster skill table on this server — what decides whether a monster can drop a given scroll is the monster's level, nothing else.
The rule: A skill item is only in a monster's pool while the monster's level falls inside the 12-level window that starts at the item's own drop level. Weaker monsters never roll it, and monsters above the window drop it from their pool entirely — so moving up to a stronger map stops a scroll you skipped from ever appearing.
Several early orbs and scrolls are also sold outright by town NPCs, which is far quicker than farming them; those are marked in the table below. Everything else you either hunt for or buy from another player.

Not from drops
These skills are never taught by a scroll. They come with a weapon, a pet or a quest instead — equip the item (or finish the quest) and the skill is simply there.
Half of them drop empty: A weapon only drops with the skill it teaches 50% of the time — the other half is the same weapon with nothing on it. Excellent and ancient drops always carry it, an NPC always sells it attached, and a Jewel of Skill puts it on a weapon that came up empty.
